This report reviews progress in the third year of implementation of the 2030 Agenda for Sustainable Development. This overview presents highlights of progress and remaining gaps for all 17 Sustainable Development Goals, based on the latest available data, and examines some of the interconnections across Goals and targets. Conflict, climate change and growing inequalities add additional challenges.

This technical document highlights the importance of water management, as growing populations, expanding cities and unsustainable natural resource management are increasing water stress on rural communities, while climate change and shocks are exacerbating flooding, landslides and saltwater intrusion into freshwater systems. Through a series of case studies, it provides an approach for investments in water, from irrigation to reducing climate-related risks in arid areas, to disaster risk management and access to clean water for nutrition and sanitation.

The briefing note highlights the need to apply a country-driven institutional capacity development approach for the formulation, implementation and monitoring of National Adaptation Plans (NAPs) for more impactful and sustainable climate adaptation action. It provides guidance on how to identify country strengths and needs for NAP through a participatory institutional capacity needs assessment process to improve cross-sectoral collaboration and coordination mechanisms between ministries and relevant stakeholders. 

This briefing note provides an overview of the key issues to consider and main entry points for gender mainstreaming in the development of  National Adaptation Plans for the agriculture sectors, as . climate change does not impact everyone in a community or country in the same way; greater attention to the structural inequalities and gendered power relations that impact resilience and adaptation, particularly in the context of small-holder agriculture, pastoralism, fisheries and forestry is crucial for effective adaptation planning in the agriculture sectors.

This briefing note introduces evaluation methods that provide programme managers and policymakers with thorough evidence on the impact of adaptation interventions, allowing them to make informed policy choices on adaptation options. By engaging in detailed, evidence-based evaluation, policymakers and programme managers can address critical elements for the formulation and implementation of the National Adaptation Plans. 

This briefing note illustrates the role and logic of Cost-Benefit Analysis (CBA) in the evaluation of climate change adaptation policies and projects in the agriculture sectors and describes the main analytical steps for conducting it, providing practical examples. The note describes the standard CBA methodology but highlights the peculiarities related to its implementation in the context of climate change adaptation in the agriculture sectors. 

This case study builds on an advanced suite of climate change policies, strategies and plans, as Uruguay is implementing innovative dialogues to develop an Agriculture National Adaptation Plan (NAP) through a participatory process. This guidance document publication is intended to help sub-national energy policy decision-makers of major Latin American cities as they look to develop and implement clean energy solutions. It aims is to help local actors to understand, plan and execute initiatives successfully which, over time, will: save money, while increasing energy security; increase standards of living and the supply of more efficient and sustainable energy solutions; and reduce the overall use of energy and greenhouse gas emissions.

This report highlights the need of new ways to manage competing demands on freshwater resources, in the face of increasing environmental degradation and the multi-faceted impacts of climate change.  At the same time, the global water cycle is intensifying due to climate change, with wetter regions generally becoming wetter and drier regions becoming even drier. 

This report finds that climate change will push tens of millions of people to migrate within their countries by 2050. It highlights that internal climate migration will likely rise through 2050 and then accelerate unless there are significant cuts in greenhouse gas emissions and robust development action.

The report estimates the cost of climate adaptation measures for Pacific Island countries. It also proposes a range of strategies for dealing with the high uncertainty surrounding the impact of climate change over the next 25 years.

This case study chronicles Uganda’s experiences developing a gender‑responsive National Adaptation Plan for the Agricultural Sector and related capacity development for gender-responsive policy. Uganda’s experiences suggest the need to align with national gender plans and other related policies, such as finance, planning and climate change, and global climate and development goals and agreements (e.g. Paris Agreement, Sustainable Development Goals).
