This technical document aims to assist project developers in developing countries and other stakeholders in preparing financing proposals that will meet the standards of international finance providers. A proposal consists of a plan to do something, combined with a request for resources. While no single formula or template exists for preparing a successful proposal, there are common ingredients that most well-prepared proposals contain. This guidebook explains these common elements using a question-and-answer framework.
