This policy document presents practical recommendations to help overcome barriers to energy efficiency in housing. The document illustrates them with some successful examples that can inspire action, in particular in transition countries. The report builds on the Action Plan for Energy-Efficient Housing in the UNECE Region – a concrete and comprehensive list of actions to support housing energy efficiency.
