Financing Recovery for Resilience – Enhancing the Coverage, Capitalization and Coherence of Pooled Financing Mechanisms for recovery to strengthen Synergies between Humanitarian, Development and climate Finance

This technical document focusses on the role of pooled financing mechanisms in strengthening synergies among humanitarian, development and climate finance provided to fragile and conflict-affected countries. It emphasizes that these three sources of finance are used to fund recovery efforts independently of each other, thus reducing recovery efforts’ effectiveness and increasing risks of financing gaps. Highlighting the valuable role pooled financing mechanisms can play in enhancing synergies among humanitarian, development and climate assistance, the report notes that those mechanisms are constrained by coverage, capitalization and coherence.

Atlas of Mortality and Economic Losses from Weather, Climate and Water Extremes (1970–2012)

This Atlas seeks to raise awareness of these and other challenges to collecting and analysing disaster risk information. It presents a worldwide analysis of extreme weather, climate and water events, drawing on the Emergency Events Database (EM-DAT), compiled by the Centre for Research on the Epidemiology of Disasters (CRED). Adressing Climate Change: Why Biodiversity Matters

This policy brief discusses the potential negative effects of climate change mitigation programmes on biodiversity. It concludes biodiversity conservation can support climate change mitigation and adaptation goals if all potential impacts are weighed carefully in the policymaking process. Conserving biological diversity can also have the added effect of helping ensure the permanence of mitigation and adaptation benefits. The brief acknowledges that there may be trade-offs between biodiversity and climate change policies but argues these trade-offs can be minimized when mutual benefits are recognized and incorporated into policy design.

Understanding the Economics of Climate Adaptation in Trinidad and Tobago

This analytical report identifies expected climate change risks for Trinidad and Tobago generally and by their potential impacts on six priority sectors, namely agriculture, human health, human settlements, coastal zones, water resources and energy. The study: calculates the economic impact of probable damages; identifies possible adaptation actions to reduce impacts and possible barriers to their implementation, and calculate their costs/benefits; and prioritizes adaptation measures. The prioritization was carried out through weighted scoring taking into account: the ability of the measure to decrease climate change impacts; the urgency for implementing a measure in order to gain maximum benefit; « no regret » strategies that can be justified in economic terms even without climate change; positive secondary effects; and possible climate change mitigation co-benefits.

This analytical report provides the first comprehensive analysis of the challenges and opportunities that exist in agricultural production sectors in terms of quantification and qualification of greenhouse gas emissions, at global and regional level, covering the period 1990-2011. The data analysed is taken from the new FAOSTAT Emissions database, developed jointly by the Climate, Energy and Tenure Division and the Statistics Division, which is aimed at improving and disseminating agricultural statistical data for better quantification of greenhouse gas emissions and for the identification of the actions needed to reduce them.
