Yearbook of Global Climate Action 2017

This policy document presents the first balance-sheet of The Marrakech Partnership for Global Climate Action, launched at COP22. It reveals that climate action is indeed increasing, eventhough the pace and scale of action may not be sufficient to close the gap between what Parties have pledged in their Nationally Determined Contributions (NDCs) and what is required to meet the goals for adaptation that are laid down in the Paris Agreement. Various data and recommendations about climate action are provided.

Capacity Building Programme on the Economics of Climate Change Adaptation : Report on the Impacts of Climate Change on Nomadic Livestock Husbandry in Mongolia

This analytical document aims at understanding the economic costs and benefits of climate change at the micro and sectoral levels in Mongolia. Detailed data capture show the potential vulnerabilities these households face but are also used to propose a more optimal adaptation strategy.  

The report is structured as follows. The first three chapters provide a brief description of Mongolia, presenting the geography of the country and the agro-ecological zones with a focus on potential vulnerabilities and gains as a result of climate change. Chapter ‘The role of agriculture and the situation analysis of the sector’ provides summary statistics and information on the data that were collected specifically for the study on the vulnerability of livestock to climate change in Mongolia. In chapter ‘Empirical Results’, the econometric model used to evaluate the impact of climate change on agriculture is presented, including initial results that are likely to influence adaptation among livestock herders. Finally, the last chapter presents policy recommendations to policymakers and conclusions.

La prévention des catastrophes : le rôle de l'UNESCO

Women’s Inclusion in REDD+ in The Philippines : Lessons from Good Practices in Forest, and Other Natural Resources Management Sectors

This analytical report identifies the elements that prevent and that enable the inclusion of women in REDD+ in the Philippines. It shows that taking into account gender issues is required to better address women’s inclusion in climate change – and thus to address dissimination of climate change knowledge on a broader plane. The Philippines was chosen as one of three countries for specific studies based on its progress in addressing gender issues and early experiences with REDD+.

Land Tenure Considerations in Sri Lanka’s Proposed National REDD+ Strategy

This analytial report provides an overview of the forest and land use situation in Sri Lanka where forests have declined rapidly over the past several decades and where indigenous people -known as the Veddha-have been largely alienated from forest lands that they traditionally managed.

The aim of this paper is to analyze the tenure considerations related to potential PAMs in order to identify the risks (conflicts, political divisions, involuntary resettlement cases to be dealt with, loss of tenure rights with negative livelihood implications) and benefits (carbon sequestration, better informed and equipped officers better able to perform their duties, more sustainable and productive land use, better recognition of tenure rights in development planning, etc) associated with each one.

Land and Forest Tenure in Laos: Baseline Overview 2016 with Options for Community Participation in Forest Management

This analytical document seeks to provide a common basis for ongoing policy discussions in the land and forest sectors. Its goal is thus to find a middle ground between overly simplistic descriptions of tenure security, such as those based only on formal status, and the widely held but difficult-to-use acknowledgment that “it’s complicated.” This review describes seven sets of processes that influence this context, and therefore shape land and forest tenure in contemporary Laos. These include:

1. Macro-scale forest management,
2. Village-scale zoning and land-use planning,
3. Large-scale investment and infrastructure,
4. Individual land titling,
5. Smallholder cash cropping and contract farming,
6. Community-oriented forestry including but not limited to REDD+, and
7. Community-scale land titling and other forms of tenure recognition.

Tenure and REDD+ in Malawi

This assessment report provides a comprehensive review of Malawi’s tenure regime in the context of developing the country’s national REDD+ program. The document includes information on the historical context, legal and policy framework, sources of land tenure insecurity, gender issues, and other cross-cutting governance challenges. While the existing legal and policy frameworks support strong tenure rights as a facet of community-based management, their implementation has been hindered by a number of factors, including the lack of a clear legal basis for defining forest tenure rights under various forms of management. In order to support effective and sustainable planning, the analysis intends to clarify the role of various institutional players (including traditional leaders) in the Forestry and/or the Land Acts. A set of recommendations for next steps is included in the conclusion.

REDD+ Côte D'Ivoire : National Strategy

This guidance report analyses the direct drivers of deforestation and takes into account the environmental, economic and social aspirations in Côte d’Ivoire. The paper is declined into eight policy options that would enable to treat all drivers of deforestation and degradation of forests in Côte d’Ivoire, as part of the National Strategy -one of the four structuring elements that was agreed upon at the international level as a prerequisite for the implementation of REDD+-. Assessment of the Impacts of Climate Change on Mountain Hydrology : Development of a Methodology through a case study in the Andes of Peru

This analytical report presents a summary of methodological tools for the assessment of climate impacts on surface hydrology in the Peruvian Andes. The importance of analyzing the potential climate impacts on hydrology in Peru arises in part from concerns about the retreat of tropical glaciers, the drying of unique Andean wetland ecosystems, as well as increased weather variability and weather extremes, all of which will affect water regulation.

The study is intended to inform plans for energy development in Peru and enable the consideration of the consequences of climate change for such development. It provides some insights into how hydrology may behave under future climate scenarios in Peru.

Climate trends and impacts in China

Water & Climate Adaptation Plan for the Sava River

This guidane document provides guidance note for decision making on the adaptation needs related to floods in the Sava River Basin (SRB), that is to say Rateče, Ljubljana, Bizeljsko, etc. It includes a range of climate model runs that were used to produce climate projections for the SRB. It shows that climate change will increase the peak discharges mainly in the head part of the Sava River Basin watershed.

South Asia’s Hotspots : The Impact of Temperature and Precipitation Changes on Living Standards

This analytical report breaks new ground in understanding how weather conditions affect living standards by combining and analyzing granular temperature and precipitation information and household survey data. It identifies climate “hotspots”— areas where changes in average weather are predicted to have a negative impact on living standards—in South Asia.  Two future climate scenarios are particulary analyzed — one that is “climate-sensitive,” in which some collective action is taken to limit greenhouse gas emissions, and one that is “carbon-intensive,” in which no action is taken.

Green Economy Assessment Study : Burkina Faso

Forestry and Macroeconomic Accounts of Nigeria: The Importance of Linking Ecosystem Services to Macroeconomics

This technical report summarises work conducted by UN-REDD+ during 2016 to guide the development of policy instruments for the Government of Nigeria in order to combat deforestation within the country. Since 2000 indeed, Nigeria faces a severe rate of deforestation, which results from a range of cumulative effects fundamentally driven by the immediate availability of woody biomass in the form of timber, fuelwood and construction timber; and the opportunity to acquire land for significantly higher agricultural returns.

The purpose of this study is to analyze the economic value of Nigeria’s forest resources and demonstrate some policy instruments that would alleviate pressure on these natural forest systems.
