Este documento analítico se enfoca en las implicancaciones de la implementación en la región de los compromisos referentes a mitigación contenidos en el Acuerdo de París. En particular, se revisa la brecha existente entre las emisiones de gases de efecto invernadero compatibles con la meta de mantener la temperatura promedio por debajo de 2° C y las emisiones globales resultantes de la efectiva implementación de las CDN comunicadas a la fecha.

Este documento analítico  proporciona una perspectiva del Acuerdo de París y sus implicaciones para América Latina y el Caribe, y donde se desarrollan estos temas con mayor profundidad. El objetivo de este documento es proporcionar información sumaria para fomentar la cooperación, refuerzo de capacidades y colaboración Sur-Sur en el marco de la Plataforma Regional de Cambio Climático. También analiza las implicaciones del Acuerdo de París en la mitigación y la adaptación al cambio climático de la región.

This analytical document reports the nationally determined contributions survey, which aims at defiining the requirements for countries to implement the nationally determined contributions they have submitted under the Paris Climate Change Agreement. One key finding of the survey is that countries in Asia, Africa and Latin America and the Caribbean urgently need financial support to green their power sectors. 

This guidance document provides access to articles, videos and various other resources that would assist indigenous peoples, local communities, policy makers and other stakeholders in researching on climate change adaptation and mitigation. The document states that indigenous knowledge and coping strategies provide a crucial foundation for community-based adaptation measures. 

This technical document explains how greening of economies through public and private investments in the context of sustainable development and poverty eradication will require a mix of macroeconomic, industrial, sectoral, labour market and skills policies. These investments in the formal and informal sector will create and enable sustainable enterprises to prosper. 

This guidance document explains the reason that schools should take on a whole-school approach to climate action and provides six guidelines that suggest how to concretely include climate action in school governance, teaching and learning, campus and facility management, and partnerships with the community. The guidelines and examples are based on a survey looking at climate action projects at 55 schools in 12 countries of UNESCO’s Associated Schools Project Network (ASPnet).

The document also provides new modelling analysis to demonstrate the crucial benefits that an international carbon market established under Article 6 of the Paris Agreement could provide in reducing the costs to countries of achieving their emission reduction targets. 

This guidance document outlines key types of support developing countries will require to effectively implement and report on their agricultural sector commitments, and ultimately scale up ambition in the coming years. This document is an accompaniment to the FAO study, the Agricultural Sectors in the Intended Nationally Determined Contributions (INDCs): Analysis. 

This analytical document provides an overview on how the agriculture sectors have been included in the Intended Nationally Determined Contributions (INDCs) and/or their Nationally Determined Contributions (NDCs) to the UNFCCC. It outlines mitigation contributions with a particular focus on agriculture and land use, land use change and forestry (LULUCF), vulnerabilities under climate change and priority areas and/or activities for adaptation in the agriculture sectors.

Furthermore, this report summarizes information provided in the INDCs/ NDCs on Climate-Smart Agriculture (CSA), mitigation-adaptation co-benefits and how countries have developed their INDCs and are planning to implement their NDCs. The aim of this analysis is to provide a basis for identifying priorities for international support for climate action in the agriculture sectors.

This technical document highlights the potential need for targeted support to countries to implement key thematic areas. This analysis will enable governments, and the organizations that support them, to focus their efforts on supporting those thematic areas that will have the most impact in accelerating progress in implementing NBSAP actions. Furthermore, because NBSAPs are adopted as policy instruments, they provide a ready pathway for fast implementation of national sustainable development goals.

This guidance document is designed to help national decision makers better understand the components of Action for Climate Empowerment (ACE) and how they can be bolstered by the principles and methods of Education for Sustainable Development (ESD). This analytical document highlights how 2016 is very likely to be the world’s hottest year on record. Global temperatures for January to September 2016 have been 0.88 °C (1.58 °F) above the average for the 1961-90 reference period and approximately 1.2°C above those of the pre-industrial period. Preliminary data for October indicate that temperatures are continuing to be at a sufficiently high level to remain well above the 0.77 °C (1.39 °F) annual value set in 2015.

This resolutions shows that the Council has addressed the issue of the impact of climate change in the framework of its work on human rights and the environment.

This activity report presents a full-day discussion on specific themes related to human rights and climate change, which was held on 6 March 2015 during the 28th session of the Human Rights Council (HRC) pursuant to resolution 26/27. Two panel discussions took place. 

The resolution called for one panel discussion on identifying challenges and ways forward towards the realization of all human rights for all, including the right to development, in particular those in vulnerable situations, as well as the measures and best practices to promote and protect human rights that can be adopted by States in addressing the adverse effects of climate change on the full and effective enjoyment of human rights, and another panel discussion on how climate change has had an adverse impact on States’ efforts to progressively realize the right to food, and policies, lessons learned and good practices.

This technical document explains that, according to the sources reviewed, human rights obligations relating to the environment include: 1) procedural obligations of States to assess environmental impacts on human rights and to make environmental information public, to facilitate participation in environmental decision-making, and to provide access to remedies for environmental harm; 2) substantive obligations of States to adopt legal and institutional frameworks that protect against environmental harm that interferes with the enjoyment of human rights, including harm caused by private actors; and 3) non-discrimination and other obligations of States relating to the protection of members of groups in vulnerable situations, including women, children and indigenous peoples.

This policy document describes the increasing attention paid to the relationship between climate change and human rights in recent years, reviews the effects of climate change on the full enjoyment of human rights and outlines the application of human rights obligations to climate-related actions. The document also explains that States have procedural and substantive obligations relating to climate change, as well as duties to protect the rights of the most vulnerable.

This brief states that to meet human rights obligations, states should act now, with stronger laws, more effective regulation of the private sector, judicial protections, carbon taxes and other meaningful adjustments to incentive structures, and, in general, deliberate action by all states, acting individually and collectively, to address climate change.
