NDC Synthesis

Climate Change 2021: The Physical Science Basis
Climate change is widespread, rapid and intensifying. That is the key finding of the latest scientific report from the Intergovernmental Panel on Climate Change. It finds changes in the Earth’s climate in every region and across the whole climate system. Many changes are unprecedented in thousands, if not hundreds of thousands of years. Some, such as continued sea-level rise, are irreversible over hundreds to thousands of years. The report points to strong and sustained reductions in emissions of carbon dioxide and other greenhouse gases to limit climate change. Benefits for air quality would come quickly, while global temperatures would take 20-30 years to stabilize. The report, issued by the IPCC’s Working Group I and approved by 195 member governments, is the first in a series leading up to the 2022 IPCC Sixth Assessment Report. It includes a closer look at the regional dimensions of climate change and builds on advances in attributing specific weather and climate events to climate change.

Climate Change Budget Tagging : A Review of International Experience
he purpose of this report is to provide development practitioners and government officials with an understanding of the context and key design features of climate budget tagging initiatives. It is based on a review of 18 climate budgeting tagging methodologies as well as key informant interviews with practitioners during 2020. The review is structured into five sections. The first draws lessons from three precursors of climate expenditure tagging: poverty tagging, gender-budget tagging, and budgeting for international development goals. The second provides an overview of climate finance reporting methodologies and climate expenditure reviews supported by international organizations. The third reviews technical and institutional aspects of the climate budget tagging methodologies and practices of a number of national governments. The fourth explores links between climate budget tagging and the green bond frameworks used to mobilize climate finance. The final section discusses the benefits of and challenges in implementing a climate change tagging system and also presents lessons learned from experience in budget tagging in general and its application to climate change in particular. The report does not assess the effectiveness of climate budget tagging, as this would require a more thorough and long-term evaluation.

Bridging the gap: How to get climate services to farmers
The leaflet presents the methodologies used by the project “Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao PDR” to get climate services to farmers. In collaboration with the Department of Meteorology and Hydrology (DMH) and the Department of Agriculture and Land Management (DALaM) the project tested a number of pathways to give farmers access to the Lao Climate Service for Agriculture (LaCSA): village’ public announcement systems, radio, school posters, app, TV, and Farmer Field Schools (FFS).

Making climate-sensitive investments in agriculture
Climate change is a major challenge for agriculture, a vital source of food, income and employment for most of the world’s poor. Agricultural investments, as a result, need to become more climate sensitive. This is as true for general agricultural investments focused on development outcomes as for projects specifically addressing climate change adaptation and mitigation. This comprehensive knowledge product provides investment practitioners with practical reference material on integrating climate risk considerations at all stages of the investment project cycle, from design to implementation, monitoring and evaluation. Produced by multidisciplinary teams across FAO, the knowledge product is organized as a compendium of modules and thematic sections. It builds on a 2012 FAO guidance document and draws on the most recent information and data sources, including the latest Intergovernmental Panel on Climate Change (IPCC) reports. It also showcases FAO-developed tools, tested approaches and selected experiences, and discusses climate financing opportunities for agriculture.

Public expenditure analysis for climate change adaptation and mitigation in the agricultural sector – A case study of Uganda
This paper presents a methodology for public expenditure review and analysis for climate change adaptation and mitigation in the agricultural sector. It outlines the basic methodological concepts, including the classification of public expenditures in the context of their links to climate change adaptation and mitigation. It also illustrates how such analysis can usefully contribute to policy decision making to better achieve the climate change adaptation and mitigation goals using the case study of Uganda. The proposed classification allows for analysing the level and the composition of public expenditures that influence adaptation capacity of the sector to climate change, and actions that increase or decrease greenhouse gas emissions (GHG) in agriculture. This, in turn, allows for assessing whether the sector is stimulated in a way that allows achieving a country’s climate change adaptation and mitigation objectives and form a basis for further evaluation of the effectiveness of individual measures in reaching these objectives.
