This case study captures emerging trends in adaptation-directed microfinance in Tajikistan. Microfinance is a critical enabler of climate resilience because it provides communities with direct access to the financial resources they require to address their most pressing needs. The findings in this case study have emerged from a variety of country interventions funded by the Climate Investment Funds’ (CIF) Pilot Program for Climate Resilience (PPCR).

Building Resilience through Decentralized Water Resource Management in the Caribbean

The case studies presented in this research brief provide some examples of how Caribbean countries under the Climate Investment Fund’s (CIF) Pilot Program for Climate Resilience (PPCR) are working towards achieving enhanced water resilience through decentralized solutions. These include rainwater harvesting, community storage tanks, and small-scale desalination. In addition, the case studies point towards the factors that affect the adoption of such solutions.

Microfinance for Climate Adaptation: From Readiness to Resilience

This research brief uses a case study approach to document best practice and innovation on intermediated, concessional, microfinance mechanisms that have arisen from a variety of climate-direction interventions funded through the Climate Investment Fund’s (CIF) Pilot Program for Climate Resilience (PPCR). It shows that using intermediated, concessionary finance to enable inclusive, microfinance solutions allows communities vulnerable to climate change to adapt and build resilience by financing income-producing activities, building up their assets, stabilizing consumption and taking measures to protect themselves against climate risks.

Evaluation and Learning Partnership on financing forest-related enterprises: Learning from the Forest Investment Program and other initiatives

The objective of this learning review is to learn lessons from the experience of the Climate Investment Funds’ (CIF)  Forest Investment Program (FIP) and other initiatives in supporting investments in forest-related enterprises. The study identifies key barriers and risks that impact leveraging private finance and examines how to overcome these challenges to increase the viability and scale of private-sector investments, with an emphasis on small and medium-scale enterprises.

FIP works primarily through multilateral development banks (MDBs) to put in place enabling investments, with aspirations towards piloting replicable models of REDD+ asset investment that will attract new and additional sources of finance.

A Learning Review of the Dedicated Grant Mechanism (DGM) for Indigenous Peoples and Local Communities in the Forest Investment Program of the Climate Investment Funds

This learning review aims to capture the experience of the Climate Investment Funds’ (CIF) Forest Investment Program (FIP) in encouraging greater involvement of Indigenous Peoples and local communities (IPLCs) in financial and policy processes that relate to forests. It focuses on the use of an innovative Dedicated Grant Mechanism (DGM) and serves as a resource for stakeholders – including forest-dependent communities, DGM practitioners, donors, multilateral development banks and climate funds – to understand the early outcomes of the DGM and identify useful lessons and insights to guide current and future DGM implementation.

The DGM is a special initiative under FIP to support the full and effective participation of IPLCs in the effort to reduce greenhouse gas emissions from deforestation and forest degradation and promote sustainable forest management and forest carbon stocks, a global process known as REDD+.

Towards Large-Scale Commercial Investment in African Forestry

This study reviews the conditions that enabled the successful structuring of the few recent private sector investments in African forestry. It aims to assess the current market potential for commercial forestry in Africa, to analyze alternative investment models for its development, and to advise on the feasibility of a dedicated fund promoting new and additional investments in the sector.

Findings from this study are intended to support the African Development Bank (AfDB) and World Wide Fund for Nature (WWF) Kenya in evaluating and designing alternative private funding models for commercial forestry in Africa with a view to ultimately establish, or aid the establishment of, a specialized investment vehicle for commercial forestry plantations.

Scaling up of Rooftop Solar in the SME Sector in India

This study aims to diagnose the reasons for the slow growth and low investments in solar rooftop in the Micro, Small and Medium Enterprises (MSME) sector in India and assess the key barriers and potential ways to help scale up. 

The study also evaluates appropriate financial instruments that balance the concerns of lenders with the needs of MSMEs. A total of 150 MSMEs were surveyed across six identified clusters (rubber and plastic; pharmaceuticals; auto; paper; food and beverage; textiles). Through this lens, the study proposes interventions to promote and increase uptake of rooftop solar in the MSME segment in India.

The Clean Technology Fund and Concessional Finance

This study takes one of the first comprehensive looks at how concessional finance has already been used and could be used in the future to accelerate deployments of clean energy technologies in emerging markets. It then analyzes how concessional funds may be effectively deployed in the future, and in what types of markets concessional finance can generate the greatest impact by driving down technology costs, creating and de-risking markets, and opening doors for commercial finance.

This study reviews concessional finance efforts of the Climate Investment Funds’ (CIF) Clean Technology Fund (CTF) in five countries: Chile, Kazakhstan, Mexico, Morocco, and Thailand. The CTF was established to provide scaled-up financing to developing countries for the demonstration, deployment, and transfer of low-carbon technologies with a significant potential for long-term greenhouse-gas emissions savings.

Evaluation of the Climate Investment Funds’ Programmatic Approach

This evaluation seeks to understand the concept of the Climate Investment Funds’ (CIF) programmatic approach and how it has been applied. The evaluation aims to inform future enhancements to the programmatic approach in CIF recipient countries and identify good practice examples for the benefit of other climate finance mechanisms.

The CIF’s programmatic approach brings systems-level thinking and solutions at scale to help countries meet their climate ambitions and is often cited as one of the CIF’s distinctive features and comparative advantages. It is centered around developing country-led investment plans and thematic programs supported by multi-lateral development bank (MDB) collaboration. The programmatic approach is part of the original design of the CIF and remains its main modality of delivery for all four of CIF’s programs: The Clean Technology Fund (CTF), Pilot Program for Climate Resilience (PPCR), Forest Investment Program (FIP), and Scaling Up Renewable Energy Program in Low Income Countries (SREP).

Evaluation of Transformational Change in the Climate Investment Funds

This evaluation seeks to understand the Climate Investment Funds’ (CIF) contribution to transformational change toward low-carbon and climate-resilient development in the areas of mitigation, resilience, and forestry. The evaluation aims to bring about more transformative climate programming by providing findings to improve the design and delivery of existing CIF programs; inform the operation of other climate funds; help design future climate finance initiatives; and aid those engaged in monitoring, evaluation, and learning for climate funds.

This evaluation does not seek to evaluate CIF’s overall performance but rather to understand how, and to what extent, CIF has been able to contribute to transformational change. A theory-based approach is used exploring the mechanisms of how and under what circumstances transformational change takes place and identifying the role that CIF has played in these changes.

World Bank Action Plan on Adaptation and Resilience

This Action Plan is part of the WBG 2025 Climate Change Targets that expand the commitments made under the WBG 2016 Climate Change Action Plan and increase the emphasis on adaptation and resilience. Special attention will be given to vulnerable populations, including the poor, those affected by fragility, conflict, and violence, and small island states. At the same time, to reduce the negative impacts of climate change worldwide, the WBG will also encourage countries to deliver on their commitments to reduce emissions.

The Action Plan is structured around three objectives:

-Boost adaptation financing: expanding access to and the effectiveness of additional climate adaptation finance;
-Drive a mainstreamed, whole-of-government programmatic approach: mainstreaming systematic climate risk management at the country and sector levels;
-Develop a new rating system: better tracking and incentivizing global progress on adaptation and resilience.

Climate Box: An Interactive Learning Toolkit on Climate Change

This toolkit provides school students with an illustrated encyclopedia about global climate change in an interesting, attractive and entertaining way. It also includes as recommendations to teachers on the use of its resources in the school curriculum.

The Climate Box consists of:

• An illustrated textbook for students with educational materials and a variety of questions and tasks for individuals and groups, as well as guidelines for teachers on the use of the toolkit during lessons for students in different age groups;
• The Climate Quiz – a set of game cards;
• A wall map illustrating the possible effects of climate change on nature and mankind in various parts of the world by the end of the 21st century;
• A poster with tips on how to reduce carbon footprint;
•A disk with all of the toolkit materials.

Through these materials, readers will learn how the Earth’s climate has changed from the earliest geological epochs, what climate changes are happening now, how these changes affect nature and humanity, whether we can adapt to the inevitable impacts, how to prevent the most dangerous consequences of global warming, and what is already being done in different regions of the world.
