Aware of this, the objective of the UN system is to significantly increase the capacity of developing countries to innovate and to transfer, adapt and disseminate environmentally sound technologies and standards to support a transition to green economy in the context of sustainable development and poverty eradication.

Quantified Economy-wide Emission Reduction Targets by Developed Country Parties to the Convention: Assumptions, Conditions, Commonalities and Differences in Approaches and Comparison of the Level of Emission Reduction Efforts

This technical document presents an overview of the quantified economy-wide emission reduction targets to be implemented by developed country Parties, as well as assumptions and conditions related to individual targets and associated assumptions and conditions related to the ambition of the pledges. It explores commonalities and differences of approaches to measure progress towards the achievement of economy-wide emission reduction targets and discusses the comparison of the emission reduction efforts. It is intended to facilitate understanding of these assumptions and conditions. The paper updates the information contained in documents FCCC/TP/2011/1 and FCCC/TP/2012/2, and is based on submissions from Parties and their contributions to dedicated workshops.

Engineering the Climate: Research Questions and Policy Implications

National Forest GHG Inventories – A Stock Taking

This activity report includes a summary of a meeting held in Yokohama, Japan on 23-25 February 2010 to review the use of the Intergovernmental Panel on Climate Change (IPCC) guidelines on forest greenhouse gas (GHG) inventories particularly with regard to the use of remote sensing and ground-based methods of data acquisition on C stocks and area changes of forests. The meeting identified a number of key areas where the IPCC Task Force on National Greenhouse Gas Inventories (TFI) could provide advice to the inventory compilers on new emission factors and on areas needing fresh or revised guidance. It also provided recommendations for future actions.

Crop Yield Response to Water

This technical document presents a set of tools to better appraise and enhance crop yield response to water. These tools provide the means to sharpen assessment and management capacities required to: compare the result of several water allocations plans; improve soil-moisture control-practices under rainfed conditions; optimize irrigation scheduling; sustainably intensify crop production; close the yield and water-productivity gaps; quantify the impact of climate variability and change on cropping systems; enhance strategies for increased water productivity and water savings; minimize the negative impact on the environment caused by agriculture. This technical paper draws from the information contained in submissions by Parties and admitted observer organizations in respect of decision 2/CP.17, paragraphs 79–86, the presentations and discussions at the workshops on various approaches that were held in conjunction with the first part of the fifteenth session of the AWG-LCA, and the discussions at the meetings of the informal group on various approaches during this part of the session. It is intended to assist Parties in their consideration of one or more models for the operation of a framework for various approaches, in their consideration of a pilot phase for such a framework, and in their elaboration of modalities and procedures of the new market-based mechanism, as defined in decision 2/CP.17, paragraph 83, with a view to recommending a decision to the Conference of the Parties at its eighteenth session.
